- Catalysing change in policies and practice: Advancing effective governance, based on comprehensive and mutually supportive policies, institutions, partnerships, processes, and information-sharing.
- Generating and communicating knowledge: Developing the capacity to share and use knowledge and foster a dynamic communications culture.
- Strengthening partnerships: Enhancing the viability and effectiveness of GWP’s network by strengthening partnerships and partner organizations to catalyse change, enhance learning, and improve ﬁnancial sustainability.

The multi-stakeholder partnerships of GWP at the regional and country level provide interfaces between the providers and users of hydrological services at the national and regional level. These established water partnerships provide ready-made platforms for collaboration among government entities, civil society organizations, academic institutions and the private sector to define user needs and providers capabilities for the development and delivery of hydrological services.
